Local and environmental organizations unite to denounce illegal activities in the Ostional National Wildlife Refuge and issue an urgent call to authorities for action.

In a joint effort to protect one of Costa Rica’s most valuable ecosystems, the Nosara Civic Association (NCA), Bomberos de Nosara, International Animal Rescue (IAR), the Wildlife Conservation Association (WCA), Costas Verdes, and the Nosara Natural Resource Surveillance Committee (COVIRENA) issue this statement to denounce and bring attention to growing threats to the Ostional National Wildlife Refuge and to request greater support for its protection.
A Globally Significant Sanctuary
The Ostional Refuge is a key site for the conservation of the olive ridley sea turtle (Lepidochelys olivacea) on a global scale and one of the few places worldwide where mass nesting events, or “arribadas,” occur. The refuge also protects other species, such as the leatherback turtle (Dermochelys coriacea) and the Pacific green turtle (Chelonia mydas agassizii), along with an extensive ecosystem spanning 510 hectares of land and 8,054 hectares of marine area. This includes the beaches of Ostional, Nosara, Pelada, and Guiones.
Critical Threats
The undersigned organizations denounce a series of human activities occurring in the Playa Pelada and Guiones areas that violate refuge regulations established under the Biodiversity Law, Wildlife Conservation Law, and National Parks Law. These activities endanger the biodiversity and environmental balance of the refuge:
– Vehicle traffic in the refuge, destroying habitats and endangering visitors (425 vehicles observed between 2022 and 2024).
– Presence of domestic animals, such as dogs and horses, which disrupts local wildlife (1,695 dogs observed between 2022 and 2024).
– Bonfires, with evidence of burned turtle hatchlings found (58 bonfires observed between 2022 and 2024).
– Illegal take of turtle eggs (53% of nests observed between 2022 and 2024 were illegally taken).
– Contamination from untreated wastewater (25% of samples analyzed for fecal bacteria failed to meet water quality standards).
– Illegal invasions in protected areas (38 reports of protected area invasions between 2020 and 2023, recorded in the SITADA system).
– Aggressions against community members, such as the January 20 incident involving a volunteer firefighter and COVIRENA member inside the Refuge.

A Call to Authorities
The organizations call for immediate action from the relevant institutions:
1. SINAC and Police: Strengthen environmental monitoring and support the COVIRENA program.
2. Traffic Police: Enforce restrictions on illegal vehicle access to the beaches.
3. SENASA: Regulate the entry of domestic animals into the refuge.
4. Appellate Judges: Prioritize the Refuge’s protection in critical judicial rulings, such as the Temporary Building Regulations.
5. Municipalities of Nicoya and Santa Cruz, and the Ministry of Health: Eliminate illegal dumping sites, sources of water contamination, and unpermitted construction.

Comunicado de Prensa: Organizaciones locales y ambientales se unen para denunciar actividades ilegales en el Refugio Nacional de Vida Silvestre Ostional y hacen un llamado urgente a las autoridades para actuar.

En un esfuerzo conjunto por proteger uno de los ecosistemas más valiosos de Costa Rica, la Asociación Cívica de Nosara (NCA), Bomberos de Nosara, International Animal Rescue (IAR), la Asociación para la Conservación de Vida Silvestre (WCA), Costas Verdes y el Comité de Vigilancia de Recursos Naturales de Nosara (COVIRENA) emiten este comunicado para denunciar y visibilizar las crecientes amenazas al Refugio Nacional de Vida Silvestre Ostional y solicitar mayor apoyo para su protección.
Un Santuario de Importancia Global
El Refugio Ostional es un sitio clave para la conservación de la tortuga lora (Lepidochelys olivacea) a nivel mundial, y es uno de los pocos lugares en el mundo donde ocurren arribadas masivas. Además, el Refugio protege otras especies como la tortuga baula (Dermochelys coriacea) y la tortuga verde del Pacífico (Chelonia mydas agassizii), así como un extenso ecosistema de 510 hectáreas terrestres y 8,054 hectáreas marinas; el cual incluye las playas de Ostional, Nosara, Pelada, y Guiones.
Amenazas Críticas
Las organizaciones firmantes denuncian una serie de actividades humanas en el sector de Playa Pelada y Guiones que infringen las reglas del Refugio establecidas por la legislación (Ley de Biodiversidad, Conservación de Vida Silvestre, y Parques Nacionales), y que ponen en peligro la biodiversidad y el equilibrio ambiental del Refugio:
– Tránsito de vehículos en el Refugio, destruyendo el hábitat y poniendo en riesgo a visitantes (425 vehículos observados entre 2022 y 2024)
– Presencia de animales domésticos, como perros y caballos, que afectan a la fauna local (1695 perros observados entre 2022 y 2024).
– Fogatas, que han dejado evidencia de neonatos de tortugas quemados (58 fogatas observadas entre 2022 y 2024).
– Saqueo ilegal de huevos de tortugas (53% de nidos observados entre 2022 y 2024 fueron saqueados ilegalmente).
– Contaminación de aguas residuales, por falta de tratamiento adecuado (25% de muestras analizadas por bacterias fecales no cumplen con estándares de calidad de agua).
– Invasiones ilegales en áreas protegidas (38 denuncias por invasión de área silvestre protegida de 2020 a 2023 en el sistema SITADA)
– Agresiones contra miembros de la comunidad, como el incidente ocurrido el pasado 20 de enero contra un Bombero voluntario y miembro de COVIRENA dentro del Refugio.

Un Llamado a las Autoridades
Las organizaciones solicitan acciones inmediatas de las instituciones competentes:
1. SINAC y Fuerza Pública: Refuerzo de la fiscalización ambiental y apoyo al programa COVIRENA.
2. Policía de Tránsito: Control del acceso ilegal de vehículos a las playas.
3. SENASA: Regulación del ingreso de animales domésticos al Refugio.
4. Jueces de Casación: Priorizar la protección del Refugio en decisiones judiciales críticas como el Reglamento Temporal de Construcciones.
5. Municipalidades de Nicoya y Santa Cruz y el Ministerio de Salud: Erradicación de botaderos ilegales, fuentes de contaminación del agua, y control de construcciones sin permisos.

La protección del Refugio Ostional no es solo una obligación legal, sino un deber ético hacia las generaciones futuras. Este santuario natural representa un símbolo de orgullo y responsabilidad para Costa Rica y el mundo.
